Founder of Joatha Consulting in 2001 in Riyadh offering consulting in three tracks: (1) Simulation, Modeling, and Big data Management, (2) Business Development for Startups, and (3) Economic Strategy and Policies design & evaluation. In Joatha, he delivered challenging mandates. The assignments include “the Saudi Employment Strategy”, “Agent-based Simulation for the Non-oil Manufacturing Job Market in Saudi Arabia”, “The Impact of Subsidy Reduction on Foreign Investors in Saudi Arabia”, “Acceptance of Saudi Job Seekers for Mundane Jobs”, “Policy-based Strategy for Combating the Job Market Mismatch of Saudi Higher Education Graduates”, and “Disaggregating Employment & Population across Riyadh”.
Dr. Bu-Hulaiga was a three-term Shura member, and was the Chairman of the Finance Committee in the Shura. He served in numerous boards, including Tasnee and Malath Insurance and Reinsurance Company. He was two-term member of the board of the Saudi Communication and Information Technology Commission (CITC), is a member of the electricity & cogeneration Regulatory Authority (ECRA) and was a three-term board member of the Saudi Economic Society. In 1990, he left his professorial post in KFUPM to join the Gulf Organization for Industrial Consulting (GOIC), in Doha, Qatar, where he started as a senior expert and later as Secretary General. Dr. Bu-Hulaiga authored a number of articles in referred journals, numerous contributions and columns in Business, Knowledge-based economy and economic transformation. He published one book on “Reforming the Saudi Economy,” (2001, in Arabic). He holds BS and MBA from KFUPM in Dhahran, Saudi Arabia. He earned his PhD in Management Science from University of Wisconsin-Milwaukee in 1987, on “Model Manipulation in Decision Support Systems: A Plan-Based Approach.”
